「to以下して嬉しい」という意味になります。
be pleased to 使い方
be pleased to のtoは不定詞のtoなので後ろに動詞の原形がきます。例えば、以下のような形で使われます。
・“I am pleased to inform you that your application has been accepted.” (あなたの申し込みが承認されたことをお知らせできてうれしいです。)
to の直後に動詞 inform が来ています。
